Maybe start with a meeting to see how many people are willing to help. Post some public notices, both flyers and on social media to advertise the meeting. It takes a lot of work to start a shelter, so you will need lots of people with the dedication and the skillsets needed to form and run a non-profit (or other type of business organization). Do you already have a facility? If not then you will need to find people who can help with locating a suitable space, maybe do renovations, etc. Remember the three G's of being on a board: Give, Get or Get off! So either people that can provide support materially or professionally, or who can find those resources. Otherwise, they are dead wood and aren't contributing.
