    Hi, I'm looking for peer reviewed data or other publications that might shed light on the question:

    "If owners of intact pets are allowed unrestricted access to pet food pantries, does pet overpopulation increase? "

    It arose during a discussion of whether or not it would be beneficial to mandate that pets be spayed/neutered to receive food at a pet food bank, with the position that if a mandate did not improve population outcomes, then it is not worth doing.

     I am aware of the hypothetical, ethical and biological arguments for both sides, so my goal for this post is to find evidentiary support for either side.  Help in my search is greatly appreciated.
