I wanted to post a quick follow-up on the information I've gathered from some drug companies/distributors.
All of the companies I've spoken to have programs that are geared towards shelters/rescues with physical locations that have vets on staff. They have to sell directly to a licensed vet with a premises license. This came from Patterson, Merck and Boehringer Ingelheim and I'm guessing it will be the same for all of the companies.
I volunteer with nationwide, foster-home based rescue, so they're unable to work with us.

The corporate distributors often have shelter programs you can sign up for. Generally products are sold at a discount. Also some companies offer bulk discounts. We work with patterson, zoetis and idexx.
