I am a volunteer and a private rescue and a city based shelter. At the rescue, no animals are adopted until they have been fully vetted and sterilized. This solves the problems of no shows; but also means our adopted pets are usually passed the cute puppy and kitten stage.
At the city animal shelter, vouches are given, along will a scheduled appointment to the area vet of their choosing. This allows young puppies and kittens to be adopted. However, policing these vouchers is an insurmountable task. Local vet offices charge a "no show" fee.
At our area TCAP (Texas Coalition for Animal Protection) an "no show" fee is charged.

We offer a free spay/neuter service to those in our county who are having financial difficulties. We partner with two vets in town. We pay for the service. They just have to show up.
