Animal Welfare Professionals

I am a volunteer for a local spay/nueter voucher nonprofit that also does several other "friend of the shelter" type projects ranging from supplying pet supplies to industrial washers and dryers. They launched a pilot program 2 years ago to begin supplying vouchers to a nearby county and had great success on the public-facing front with all the available vouchers being claimed monthly. Now 2 years later the pilot program has been paused as the fundraising and sponsorship efforts for the program never picked up. So we are faced with a community who needs the vouchers but a gap in the funding.

My question is, how do we get the sponsors? We have engaged the public officials and they seem indifferent and have garnered several news stories outlining this issue and the need. What are some methods, resources, clear actionable plans we can build into our approach to get this program up and running again within a year?
