New York City is the largest city in the United States, employing the biggest municipal workforce in the country which administers a complex web of public services unmatched in size and scale. Within this distinct environment, unique government entities implement sweeping, first-of-its-kind public policy for animals and their caregivers. Often, such policies are developed to manage emergencies such as the COVID-19 pandemic, extreme weather, and/or fire. This talk will review examples of NYC’s emergency management responses for people and their companion animals; the mobilization of public-private partnerships and the interdisciplinary coordination necessary to implement these policies; and how strengthening other parts of the social service system intersects with emergency management for people and animals.
