    Good morning, all! First time poster here!

    Our organization is currently launching a new program dedicated to owner retention by providing door to door services for free spay/neuter, free veterinary services, and pet resources. My question is this: what if you have an owner who refuses all services, despite multiple attempts, and the animal's condition is to the point of neglect/cruelty. I would hesitate to destroy rapport built in the community by calling AC, but obviously don't want the animal to suffer either.  Thoughts?

    I think as rescuers and animal advocates we are obligated to call animal control. By no means are we mandated reporters like in the case of child abuse but action does need to be taken. 

    The Humane Society of US indicates to call AC as soon as possible or leave an anonymous tip on the non-emergency or emergency line. They also indicate you can call them. I'll link it below.
